ZC 2026-13: Stone Ranch zoning change to move the historic Stonehaven House into a park
Northwest corner of Ballard Avenue and Alanis Drive, Wylie · City Council hearing held Tue Oct 13
What's proposed
A city-initiated amendment to Ordinance No. 2017-04 that removes the references, rights and obligations tied to the Stonehaven (Stone Family) House. The house would be moved to a park in the subdivision and classed as an "Accessory Community Center" (a place for public meeting, recreation or social activity). The Wylie Historical Society would own, maintain, secure and pay the electricity for it. The park gets a tot lot, two benches, two picnic tables, a trash can, new front and back porches on the house, and a 10-car parking lot with two accessible spaces. Everything else in the PD stays the same.
Staff recommendation
"Motion to approve the Item as presented." P&Z voted 4-1 to recommend approval.
Who it helps or hurts
Stone Ranch owners get a park with a playground and parking, plus a meeting house run by the Historical Society that could draw outside visitors. The HOA's own deed restrictions (CC&Rs) still call the house an integral part of the subdivision; the city cannot enforce or change them, and the HOA had 38 votes toward amending them at posting.
No commercial change.
