ZC 2026-12: Fourth drive-through and a health club at SH 78 and Kreymer Lane
Southeast corner of State Highway 78 and Kreymer Lane, Wylie · City Council hearing held Tue Oct 13
What's proposed
Amend the Kreymer Retail planned development (owner SCSD-Finnerll, Ltd; applicant Claymoore Engineering). The 2023 PD allowed drive-through restaurants on Lots 1, 2 and 4; this adds a fourth on Lot 3 and adds a health club as a by-right use, shown on Lots 7–8 of a revised zoning exhibit. After P&Z, staff added a condition for buildings next to residential zoning: max 35 ft at the roof line, a 50-ft minimum rear setback, and no rear-facing windows above 12 ft. The health club is planned at 29 ft. Normally a 3:1 slope rule would push it back about 90 ft. Screening along the south line stays as ornamental trees and a 3-ft hedge. Site plans and plats still need separate approval.
Staff recommendation
"Motion to approve the Item as presented." P&Z voted 5-0 to recommend approval (before the height/setback condition was added). Staff calls the zoning compatible with the Regional Commercial sector of the land use plan.
Who it helps or hurts
AG/30 homes on nearly two-acre lots to the south would face a 29-ft gym building 50 ft from the line instead of about 90 ft. Staff says the homes sit toward the front of their lots. A fourth drive-through adds traffic.
More drive-through pads and a health club anchor at a highway corner; car washes, vehicle sales and similar uses remain prohibited.
Within about 1,000 feet
Commercial land to the north, east and west along SH 78; homes along Kreymer Lane and nearby residential streets on the notice map.
Watch for
- The 50-ft setback and window rule were added after P&Z voted, so P&Z never reviewed them.
- The condition allows up to 35 ft, not just the 29 ft the health club is planned at.
- Notices went to 27 owners within 200 ft. At posting: none in favor, one against (a Kreymer Lane resident citing speeding traffic).
