Comment deadlineSpeak during the public hearing at the City Council regular meeting, Mon Oct 19, 7:00 PM (the 5:00 and 6:00 PM sessions are briefings), City Council Chamber, Mesquite City Hall, 757 N. Galloway Avenue. Hold comments on a zoning case until its public hearing is called. The agenda does not publish a written-comment deadline.

What's proposed

Add a Conditional Use Permit to the existing Planned Development – Single Family Residential zoning so Mesquite ISD can build and run a new early childhood learning academy for up to 600 Pre-K students: about 86,000 sq ft of single-story classrooms, administrative and support space, plus site improvements. It is part of the voter-approved 2025 Mesquite ISD bond. The school will face the new McKenzie Road alignment on the southwest side of the property (that stretch of road is in the City of Balch Springs); the old road on the northeast side is now McKenzie Court. Submitted by RLK Engineering on behalf of Mesquite ISD.

Staff recommendation

Not published. The agenda text says only that staff recommends the City Council take action after the public hearing. The Planning and Zoning Commission recommended approval 7-0 on Sept 28, 2026.

  • Conditions attached to the CUP are in the ordinance attachment, not the agenda text.
  • No responses in favor or in opposition have been received from owners within the notification area.

Next step

This is the final vote: the Mesquite City Council holds the public hearing and considers the ordinance on Oct 19, 2026. P&Z already recommended approval on Sept 28.
