26-08-6-Z: 207 W. Purnell St: home tea lounge asks to rezone from single-family to Old Town Mixed-Use
207 West Purnell Street, Lewisville · City Council hearing Mon Oct 19
What's proposed
Rezone the lot from R-7.5 to Old Town Mixed-Use Two (OTMU-2). The Backroom Tea Lounge, an afternoon-tea business, has run here as a home occupation since May 2025. The rezoning would let it keep operating as a standalone business allowed by right, not as a home occupation. Requested by Marisa Brewer, the applicant, on behalf of the owner, John Christopher Viator. The agenda item also lists a draft shared parking agreement and an ordinance exhibit; their terms are not summarised in the agenda text.
Staff recommendation
"Approve" the ordinance (agenda text: "That the City Council approve the ordinance as set forth in the caption above"). The Planning and Zoning Commission recommended approval 5-0 on Sept 22, 2026.
Who it helps or hurts
A business that already operates next door becomes permanent by right. A zoning change also carries whatever else OTMU-2 allows on the lot if the tea lounge leaves, and the agenda text doesn't list those uses.
One small lot; it extends Old Town mixed-use zoning by a parcel.
Within about 1,000 feet
the Old Town Lewisville area around West Purnell Street. The location and aerial maps are attached to the agenda item.
Watch for
- The change is to a zoning district, not a permit tied to the tea lounge. Ask what OTMU-2 would allow here later.
- A draft shared parking agreement is part of the packet. Where customers park is the practical question for neighbours.
- P&Z voted 5-0 to approve, and the agenda lists no opposition.
Next step
This is the final vote: the Lewisville City Council decides the ordinance at this Oct 19, 2026 hearing.
