ZONE-2608-0004: Preserve at Willow Creek: 26 homes on 15,000 sq ft lots at 684 and 754 Norma Lane
754 Norma Lane, Keller · Planning & Zoning Commission hearing held Tue Oct 13
What's proposed
Rezone to a Planned Development with 15,000 sq ft lots (PD-SF-15) for Preserve at Willow Creek: 26 lots (average 15,793 sq ft) and 2.1 acres of open space run by a required HOA. Homes at least 3,500 sq ft, 100% masonry on fronts and 80% overall, two entrances on Norma Lane. The PD asks for exceptions to the base district: lots 100 ft wide instead of 105 ft (90 ft on cul-de-sacs), lot coverage up to 40% for the house and 60% overall instead of 35% and 50%, 10 ft side yards with 20 ft between houses, an optional third front-facing garage bay 55 ft back, and different fencing. Applicant Curtis Young; owners James A. and Nancy A. Lehr.
Staff recommendation
Not published. The staff memo lists the Commission's options (approve, approve with modifications, table, deny) without recommending one. The land-use plan calls this area Medium-Density Single-Family, 15,000 to 35,999 sq ft lots.
Who it helps or hurts
Harmonson Farms (north) and Bourland Oaks (east) back onto 26 large homes where the current zoning requires lots more than twice that size. Shared north and south fences would be kept, repaired or replaced with 6 ft stained cedar. Traffic from 26 homes enters Norma Lane, near Keller Harvel Elementary to the west.
It shows Keller will consider 15,000 sq ft lot PDs on SF-36 land where the land-use plan allows that density.
Within about 1,000 feet
The city mailed 50 notices to owners within 300 feet on Oct 1, 2026 and posted a sign. Staff had received no formal public feedback.
Watch for
- The exceptions are the negotiable part: narrower lots, more lot coverage and side-yard rules. The Commission can recommend approval with changes.
- The applicant filed a trip generation form and a preliminary drainage and utility plan; their numbers aren't in the agenda text. Full civil plans come later with the site plan.
- The Corridor Committee reviewed the request on July 13, 2026; its comments aren't published in the agenda text.
Next step
If the Commission makes a recommendation, the zoning change goes to Keller City Council on Nov 3, 2026 for the final decision.
