Where207 South Elm Street, Keller. 0.21 acres on the east side of South Elm Street, about 50 feet north of Olive Street (Lot 1, Block A, Palfrey Addition), zoned Old Town Keller (OTK).
Comment deadlinePassed: the Planning & Zoning Commission hearing was Tue Oct 13.

What's proposed

A Specific Use Permit to allow spa uses in the existing two-story, 4,671 sq ft building, which is a shell today. The floor plan shows 28 salon chair stations with washing and drying stations: retail space (about 1,030 sq ft) and salon space on the first floor, and salon suites on the whole second floor. No tenants are named yet and no exterior changes are proposed. The code defines a spa as grooming, massage and/or cosmetology services by Texas-licensed staff. Applicant Brian Palfrey; owner LA Sam Investments LLC.

Staff recommendation

Not published. The staff memo lists the Commission's options (approve, approve with conditions, table, deny) without recommending one.

Who it helps or hurts

Adjacent single-family / residential ownersMildly hurt

Homes zoned SF-8.4 border the lot on the north and west. The site has 7 regular and 2 accessible parking spaces, while the code requires 24 for this use, so where 28 chairs' worth of staff and clients park is the practical question for the next street over.

Nearby commercial / land investorsMildly helped

It fills an empty Old Town building with retail and personal-service traffic, in line with the Mixed Use land-use plan for the block.

Within about 1,000 feet

The city mailed 20 notices to owners within 300 feet on Oct 1, 2026 and posted a sign on the site. Staff had received no letters of support or opposition.

Watch for

  • Parking. Council approved this site plan in June 2023 with a variance for 9 spaces instead of 35. The staff memo doesn't say whether the 24-space requirement would be waived again or how the gap is handled.
  • Conditions the Commission could attach, such as hours or limits on the second-floor suites. None are proposed in the agenda text.
  • The Commission's vote is a recommendation. Council decides on Nov 3.

Next step

If the Commission makes a recommendation, the SUP goes to Keller City Council on Nov 3, 2026 for the final decision.
