What's proposed

Amend Planned Development District 09-35 so the funeral home can add one accessory building of up to 450 sq ft, next to the existing trash enclosure, to store metal flower displays and other supplies, plus approve a concept plan. The building is one story, 15 ft at most, with siding and shingles matching the main building. A continuous 48-inch Burford Holly hedge would be planted along the line with the neighboring parking lot. No change to the funeral home use, parking or driveways.

Staff recommendation

"Approval" of the PD amendment and concept plan. Staff calls it a small reinvestment in an existing business inside the Downtown Economic Focus Area, with screening that improves the site's look.

Who it helps or hurts

Adjacent single-family / residential ownersNeutral

No homes are named next to the site in the staff report; neighbors are a church facilities building, parking lots, a ball field and the railroad.

Nearby commercial / land investorsNeutral

A one-story storage shed behind an existing business; the hedge slightly improves the view from the neighboring parking area.

Within about 1,000 feet

First Baptist Garland Facilities Building across Avenue D to the north; buildings and surface parking to the west; Bob Couch Field to the southwest; vacant land zoned PD 22-50 across the railroad to the east.

Watch for

  • The conditions limit the building to storage for the funeral home. Use, size (450 sq ft) and height (15 ft) are written into the PD, so a different use later would need another zoning case.
  • The city's land-use plan calls this area Compact Neighborhoods (housing); staff notes the request adds no housing but treats it as a minor change to an established use.
  • The city reports no responses to its mailed notices so far.

Next step

The staff report lists a City Council date of Mon Nov 2, 2026, for the final decision.
