Z 26-24: Hatco warehouse expansion at 1729 Davis Boulevard and 721–725 Marion Drive
1729 Davis Boulevard, Garland · City Council hearing Tue Oct 20
What's proposed
Combine both lots into a new Planned Development with an Industrial base, allowing a Distribution Center, Large (indoors only) use and keeping the existing Retail Store by right, plus a concept plan. Hatco (owner RHE Inc and RHE Hatco Inc.; applicant Kimley-Horn) would add a roughly 91,260 sq ft, 36.5-ft-tall expansion on the west side of its existing distribution building, with ten new loading dock doors on the south face (thirteen in all) and a detention pond to the south. The PD lowers parking to 1 space per 2,000 sq ft for the distribution center and 1 per 400 sq ft for the retail store (110 spaces instead of 203), waives the facade-articulation rules for the expansion, and limits truck loading and unloading to 6:00 a.m.–5:00 p.m.
Staff recommendation
"Approval" of the Planned Development and concept plan, subject to the PD conditions. Staff finds it consistent with the Business Center land-use plan and compatible with the industrial uses to the north and west. The Plan Commission recommended approval 7-0 on Sept 28, 2026.
Who it helps or hurts
Homes zoned SF-7 sit across Marion Drive to the east and farther south. The expansion is on the west side, away from Marion Drive, truck hours are capped at 6 a.m.–5 p.m., and the applicant expects no added truck traffic. But for Lots 1 and 2 the PD drops PD 93-8's eight-foot screening fence along Marion Drive (replaced by six-foot wrought iron) and its southern vegetation zone and 80-ft setback.
An established employer (more than 400 jobs, per the applicant) expands in place, with retail facade upgrades on Marion Drive.
Within about 1,000 feet
Resistol manufacturing and warehouses to the north and other industrial uses to the west; single-family homes across Marion Drive; undeveloped PD 93-8 lots, then homes, to the south. The city's notice map reaches homes along Marion Drive, Park Avenue, James Drive, Resistol Road and Inwood Boulevard.
Watch for
- Two written responses in opposition are in the Council packet, citing commercial traffic, noise, property values, safety near Speegle Green Park across the street, construction, and pollution of the stream that runs through the area. None in favor are included.
- Davis Boulevard stays a public street; the PD allows cars and trucks to park along it and bars any gate between Davis Boulevard and Marion Drive.
- The concept plan shows abandoning a 20-ft public access, fire lane and utility easement; that needs its own separate approval.
- The 80-ft setback, vegetation zone and eight-foot fence of PD 93-8 still apply to the other lots (3 through 10) along the southern neighborhood.
Next step
This is the final vote: the Garland City Council holds the public hearing and decides on Oct 20, 2026. The Plan Commission already recommended approval on Sept 28.
